General Description
The Assistant Executive Director (AED) reports to the Executive Director of the TAHC. Provides direct supervision to the Region Directors regarding disease management issues. Provides leadership and direction to the Deputy Director for Animal Health Programs in dealing with regional management and field operations. Assists the Executive Director/State Veterinarian and acts as his proxy in his absence. Liaises with industry groups, stakeholder organizations, and other state, federal, and international government agencies on behalf of the Texas Animal Health Commission. Work involves extensive latitude for independent initiative and judgment.
Essential Job Functions
• Directly supervises the Deputy Director for Animal Health Programs, who is in charge of the management and oversight of the day-to-day operations of the Animal Health Programs.
• Assists the State Veterinarian and may perform the duties of the Assistant State Veterinarian and act on the State Veterinarian’s behalf in his absence.
• Directly supervises the Director of Emergency Management, and provides leadership of the agency’s emergency preparation and response activities.
• Participates in state and national organizations and conferences and may serve on committees of organizations such as the U.S. Animal Health Association and other such organizations.
• Assists in the formulation of the agency’s regulations, policies, and procedures for approval by the Commissioners.
• Assists in oversight of budget, legislative appropriations requests, performance measure reporting, and development of the agency’s strategic plan to meet the agency’s goals and objectives.
• Prepares and presents reports and general information to the Commissioners.
• Makes presentations on animal health issues to industry groups, stakeholder organizations, producers, state and national organizations, and other concerned organizations, as requested.
• Keeps apprised of latest developments and trends in veterinary medicine and regulatory animal health activities at the state and national levels, and internationally.
Minimum Qualifications
Education and Experience:
• Doctorate degree in Veterinary Medicine from an accredited college or university. Licensed to practice veterinary medicine in Texas or licensed in any US state.
• (Must obtain a Texas license within 12 months.)
• Ten years of experience in management of veterinary or regulatory programs.
• Traditional livestock experience required and non-traditional livestock experience desired.
Knowledge, Skills and Abilities:
• Thorough knowledge of domestic livestock, disease control and eradication methods, and epidemiology.
• Demonstrated leadership skills in planning and directing an organization of comparable size and complexity.
• Highly skilled in public relations and communication.
• Ability to plan, organize, coordinate, review, and evaluate the agency’s overall operations; to supervise professional and paraprofessional staff directly and through managers; to analyze and solve problems in both short and long term situations; to exercise sound judgment in evaluating situations and making decisions; to express concepts clearly and logically; to understand, interpret, explain, and enforce regulations and policies; to be on call and to travel as necessary.
Other: The Assistant Executive Director position plays a key role in agency emergency management activities. This position is subject to participate in rotating temporary duty assignments away from the Central Office for up to two weeks at a time. This duty may involve working in adverse conditions; may require irregular working hours and overtime; and, may include duties other than those specified in the standard position description.
NOTE: Must have valid Texas drivers’ license and safe driving record. Employment of the selected candidate is contingent upon receipt of an acceptable Moving Violation Record (MVR) from the Texas Department of Public Safety.
