Katie Flynn, BVMS, the Kentucky State Veterinarian, created this document when sne was working with the California Department of Food and Agriculture. This document was created to help equine event producers and equine veterinarians better handle biosecurity at large gatherings of horses. This document was written the year after the large neurologic equine herpesvirus (EHV-1) outbreak in Ogden, Utah. The coauthors of the Toolkit document were: Ellen Mary Wilson, DVM, California Department of Food and Agriculture; Josie Traub-Dargatz, DVM, MS, DACVIM, Colorado State University Animal Population Health Institute, USDA APHIS VS Centers for Epidemiology and Animal Health; John Madigan, DVM, MS, DACVIM, University of California Davis, Veterinary Medical Teaching Hospital.
The purpose of this toolkit was “to assist equine event management and industry stakeholders in identifying potential disease risks at an event venue and in developing a biosecurity and infectious disease control plan to protect the health of the competition/ exhibition horses and the equine population. Each event and venue is unique; therefore, the toolkit provides guidance for the assessment and development of event-specific plans that address the specific identified disease risks of the event and venue. “
